1.Enterprise Project Management System (EPMS)

Stellar was a subcontractor to International Aviation Consultants (IAC) a limited liability company responsible for many elements of the airport development and expansion project, including moving the air traffic control terminal and building a new passenger and rental car terminals.

Stellar designed, developed and maintained this web-based EPMS by using its revolutionary OneView™ Project Management System Software.

Project managers and executives were able to review project process, including data for planning, budgeting and controlling major aspects of the project through all phases.

2.Enterprise Content Management System(ECMS)

Stellar was responsible for the design, implementation, deployment, installation and testing of the Enterprise Content Management System (ECMS). Our tasks included system administration and user training. The ECMS is a web-based system that facilitates the electronic workflow, routing and version control of all document types; initially converting 70,000+ inventory records and managing all the Department's documents electronically.

3.Upgrading the Headquarters LAN

Stellar upgraded the 100- user token-ring LAN, (Local Area Network) to a 350 user fast Ethernet LAN with Voice-over- Internet Protocol (VOIP). We installed fiber optic backbone and cat 5.e cable. We also installed and configured Compaq clustered servers, Dell PCs, HP printers, Cisco switches and assisted Cisco with VOIP phone set up.

The network layout of the LAN consisted of:
  • 2 Cisco 6506 catalyst as the core
  • 5 Cisco 4006 catalyst as the distribution
  • 3 Compaq CL380 cluster servers
  • 2 Compaq ML530 servers
  • 2 Compaq DLT Array tape backup drives
  • Each switch is supported by an APC 3000VA smart UPS with additional battery pack.
  • The servers and DLT drives are divided into two racks as shown above and each rack is supported by a Compaq 3000VA smart UPS.

    4.Redesigning the Capital Project Management Information System (MIS)

    Stellar redesigned the Capital Project Management Information System (MIS), upgrading it from a DOS to a web-based application. This new MIS improved productive capacity greatly. It enabled better management supervision,Improved budgeting and achieved greater cost efficiencies than exist previously.

    5.Cobb County

    Stellar Services developed and deployed the OneView Project Management Information System that supports all informational requirements of Engineering, Property Acquisition, Construction and Finance for compliance. The system is designed to plan, budget, monitor and control all phases, from funding through engineering and property acquisition to construction of an unlimited number of projects. Each project is assigned to a category of work, such as sidewalks, resurfacing, major streets, or bridge replacements and defined in terms of stages, such as engineering, right-of-way, or construction. While the project and stage define the scope of work, individual contracts are awarded to perform the work. These contracts, which may extend beyond a single stage or project, are issued to consultants, vendors and contractors. Every contract relating to any project is identified, estimated, bid and awarded, monitored, paid, and controlled through OneView PMIS. The system also monitors the several sources of funds which can finance all or part of a project and the allocation, commitment and expenditure of these funds.

    6.Port Authority of New York and New Jersey
    PA InCAP System Implementation

    Stellar Services and Mlok were hired to identify and implement an integrated project planning & management system that allows project managers to track specific projects within the capital plan to ensure successful delivery of the projects. The newly implemented InCAP system replaces the existing capital planning system with a more robust and technologically advanced web-based application that would offer solutions to the Authority's capital planning and project management challenges now and in the future. This system serves as the enterprise-wide capital planning and project management platform. The Stellar team developed a web based tool which is integrated with the Primavera Enterprise product, SAP, and other enterprise systems that were in use at Port Authority. Our system followed the PMI methodology and featured a simplified work flow function within the application. The scope of the pilot was to simulate all the tasks necessary for creating and managing a project from inception through project closure.

    The Stellar team built an advanced web-based capital planning site to upgrade Port Authority's existing mainframe Captrak system to an integrated InCAP system. Our tool is used to identify project risk and keep projects on time and within budget through the timely collection, improved accuracy and delivery of information for decision making. Our team customized the design to fulfill the newly centralized capital planning and project management function of Port Authority. Data used for estimating, forecasting, and routing of the project was presented from the Primavera database through the front end web portal. End users were able to create, edit, and review project details in P3e format. Other legacy system components were also enhanced to seamlessly consolidate and integrate with P3e databases and SAP system.
