Vincent
Huang
Vincent Huang joined Stellar Services in 1997. As Project
Controls Specialist/Airport Expansion Program, Vincent is
currently in charge of the Hartsfield-Jackson Atlanta
International Airport Development Program in Atlanta,
Georgia. He has extensive expertise with planning,
designing, and implementing solutions in the aviation
industry, particularly in the management of major airport
capital expansion programs, in both project cost/schedule
controls and project controls system implementation. He
provided such services for multi-billion,
multi-organization, and multi-phase Programs, such as
Hartsfield Development Program ($5.4 Billion), JFK
Redevelopment Program ($1.2 Billion), and American Airline
Terminal Redevelopment Program ($1.3 Billion).
Vincent earned his Master of Science Degree in
Information Systems at Long Island University and his
Bachelor of Science in Applied Mathematics at Tatung
Institute of Technology in Taipei, Taiwan. In addition,
Vincent is a member of the Association for the Advancement
of Cost Engineering (AACE).
Vincent gained experience as a Control Specialist as part
of a Master Plant Expansion Program where he was responsible
for the system requirement analysis of cost tracking system.
His duties included work breakdown structure (WBS) analysis;
cost information system development; program network system
implementation; cost control system development and design;
WBS design and implementation; and network system
administration. As Lead Division Quartermaster Supervisor
for the 151st Infantry Division/ROC Army/Taiwan, Vincent
design and developed the Division Quartermaster Supply
System; designed, developed, and implemented client/server
access environment for the Quartermaster Supply System; and
participated in the implementation of ROC Army Quartermaster
Supply Management System. |
