Chen
Liang Chen founded 4U Services, Inc. in 1993, which has been
doing business as Stellar Services since 2000. As President,
Liang manages all activities from offices in New York City;
Albany, New York; Atlanta, Georgia; Raleigh, North Carolina;
and Washington D.C. He possesses extensive experience in the
field of Information Technology. Liang earned a Master of
Science degree in Operations Research from Western Michigan
University and a Bachelor of Engineering degree in Materials
Science and Engineering from Shanghai Jiao Tong University
in China.
As a seasoned Systems Architect, Liang has gained
extensive experience with system master planning, technical
design, and project management for both public and private
sectors. Liang's acute business sense and in-depth knowledge
of project coordination and communication, contract
negotiation, and vendor/client relationship management
renders him the expertise of overseeing multiple projects
concurrently with the reputation of successful delivery
within the timeline and budget. In addition, Liang has also
affluent technical visions in the areas of system
architecture design, disaster recovery, contingency
planning, data center design and moving, process design and
re-engineering, resource allocation, programming, testing
and training, and documentation.
Prior to founding Stellar, Liang spent 2 years as a
Systems Analyst for Louis Berger International, Inc. in New
Jersey and 3 years as an Engineer for the Ebasco Division of
Raytheon Engineering and Constructors, Inc. Liang began his
career as a Quality Control Engineer for Computed Anatomy,
Inc. in New York City. He gained experienced at these
companies by implementing design systems for project
